National Greenhouse and Energy Reporting Scheme

 

The National Greenhouse and Energy Reporting (NGER) Scheme is a single national framework for reporting company information about:

  • greenhouse gas emissions
  • energy production
  • energy consumption

Our department has formal oversight of the NGER Scheme which provides a key data source for Australia’s National Greenhouse Accounts.

Key NGER Scheme legislation includes:

  • the National Greenhouse and Energy Reporting Act 2007 (the Act)
  • the National Greenhouse and Energy Reporting Regulations 2008
  • the National Greenhouse and Energy Reporting (Measurement) Determination 2008 (the Measurement Determination)

The legislation is amended regularly by the department on the basis of consultation with the public and industry stakeholders.

Administering the scheme

The Clean Energy Regulator (the Regulator) administers the NGER Scheme by:

  • registering and deregistering corporations for reporting
  • receiving reports
  • monitoring and enforcing compliance
  • applying the audit framework
  • administering the Safeguard Mechanism
  • publishing reported data

Using the reported data

The data that companies report through the NGER Scheme is used to:

  • prepare Australia’s National Greenhouse Accounts to fulfil Australia’s domestic and international greenhouse gas emissions reporting obligations under the UN Framework Convention on Climate Change, Kyoto Protocol and Paris Agreement
  • prepare the Australian Energy Statistics to fulfil Australia’s international energy production and consumption reporting obligations to the International Energy Agency
  • ensure that companies are fulfilling their obligations under the Safeguard Mechanism
  • inform policy development and review for Commonwealth, state and territory agencies
  • avoid duplication of state and territory reporting requirements for corporations 

The Regulator publishes summary NGER data by 28 February each year.

The Measurement Determination

The Measurement Determination provides the methods and criteria for calculating greenhouse gas emissions and energy data under the Act.

The original instrument has been updated annually since 2009 to reflect updates to emissions factors, improvements to estimation methods and responses to consultation feedback.

The range of emission sources covered in the Measurement Determination includes:

  • the combustion of fuels for energy
  • fugitive emissions from the extraction of coal, oil and gas
  • industrial processes (such as producing cement and steel)
  • waste management

The Regulator provides guidance for corporations and liable entities to understand and apply the Measurement Determination.
