About the referral guideline
These revised guidelines apply to three species of Western Australian black cockatoos listed as threatened under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act). Threatened species are a matter of national environmental significance.
These referral guidelines are intended to provide guidance to proponents on the need to refer an action to which the EPBC Act applies. They should be read in conjunction with Significant impact guidelines 1.1 - matters of national environmental significance. There may be other EPBC Act policy statements which provide further guidance.
The revised guidelines updates the previous EPBC Act guideline which was published in 2012. It aims to improve guidance for decision-makers, proponents and consultants regarding habitat quality, surveys, significant impact thresholds, and mitigation measures. The revised guidelines divides the range of each cockatoo species into regions to assist with decision making in the local context, considering differences in threats and habitat across the regions.
State threatened species managers, species experts and recovery teams, and other relevant stakeholders were consulted throughout the development process of these guidelines. Consultation involved two workshops which were held in April and May 2016. An expert and public consultation process was conducted in 2017.
