You can nominate an export agent or freight forwarder to carry out tasks in your Waste Export Licence and Declaration (WELD) portal. Nominate agents and freight forwarders to have either:
- full authority
- limited authority.
Agents with limited authority can only make export declarations. In the portal, they can see the declarations they and others make, and messages we send them.
Agents with full authority have the same access in the WELD portal as the licence holder. They can apply for licence variations, renewals and exemptions, and make export declarations. They can see the declarations and applications they and others make, and the messages and requests for information we send to them and others.
To access the WELD portal, agents and freight forwarders need to register their own WELD account.
You can have multiple agents. Nominate one agent in your export licence application. Notify us of changes to and additions of agents by submitting a Notification of changes formvia ‘My messages’ in your WELD portal once your licence has been granted.
Licence holders are legally responsible for meeting their obligations under the Recycling and Waste Reduction Act 2020, even if an agent or freight forwarder is acting on their behalf.
Note: Export agents and freight forwarders who own the regulated waste to be exported can apply for their own export waste licence.
