Information for suppliers of waste tyres

From 1 December 2021, exporters of waste tyres need a waste export licence to export their tyres.

Your buyers (the exporters) may need information from you to include in their licence application.

If you supply any type of waste tyre or tyre component

Your buyer may need evidence that you have a commercial arrangement with them to buy the type of waste tyre they export. And this commercial arrangement is in place when they buy the tyres from you.

To show this commercial relationship, you could give them copies of:

  • purchase orders, invoices or signed and/or stamped contracts for the waste tyres they export
  • correspondence that shows you intend to enter into a commercial arrangement with them for waste tyres they export.

If you supply tyres for retread or re-use

Your buyer needs to show us that the tyres they export for retread or re-use are clean, dry and undamaged at the time of export. 

To show that the tyres are clean, dry and undamaged when they leave your premises, you could give them copies of your business processes that show:

  • how you source, collect, sort, store and clean the tyres
  • your quality assurance processes (e.g to ensure that there are no holes in the tyres and the casing/walls are intact)
  • how you prepare and pack the tyres
  • how you manage unsuitable stock.

If you supply crumb, buffings, granules, or shreds for use as tyre-derived fuel 

Your buyer needs to provide us with:

  • a suitable specification that you process the tyres to
  • evidence of your ability to process the tyres to that specification.

Specifications

The specification/s you use to process the tyres needs to meet certain requirements.

Specifications for shreds for use as tyre derived fuel must state:

  • packaging requirements
  • calorific requirements
  • particle size or bulk density requirements
  • whether processing tyres in accordance with the specification will result in pieces larger than than 150 millimetres
  • thresholds for moisture
  • testing or sampling requirements
  • thresholds for contaminants. 

Contaminants may include, but are not limited to:

  • steel
  • nylon
  • fibre.

Specifications for tyre crumb, buffings and granules must state:

  • what the tyre will be processed into, that is, crumb, granules or buffings 
  • packaging requirements
  • size requirements
  • whether processing tyres in accordance with the specification will result in pieces larger than 150 millimetres 
  • thresholds for contaminants. 

Contaminants may include, but are not limited to:

  • steel
  • nylon
  • fibre
  • dust.

Evidence of your ability to process the tyres to the specification

We need to know you can process the waste tyres to the specification you use.

To show this, you could give your buyer a copy of:

  • an independent technical analysis (such as one undertaken by a laboratory accredited by the National Association of Testing Authorities (NATA) for the testing required) or an internal audit report confirming the processed tyres meets the specification
  • purchase records, clear photos, and technical specifications (that show make, model and purpose) of the equipment or machinery and how it is used to process the tyres to the specification
  • business processes that show how the waste will be processed to the specification. For example, information about the process, machinery and equipment, photographs and flowcharts.

This evidence might show that:

  • your twin shaft shredder, or series of shredders, can shred the waste tyres to pieces less than 150mm
  • your classifier or screen can sort shred to meet size requirements of the specification
  • your wire drawing machine, zig-zag screen, drum magnet or air separator (blower) can remove wire, steel, nylon or fibre contaminants
  • your granulator can meet size requirements of the specifications for granules
  • your grinding mill (miller) can process rubber into crumbs to meet the requirements of the specification.
