This report has been prepared by Meta Economics to analyse four different recycling target pathways for the National Television and Computer Recycling Scheme (the Scheme).
The recycling targets for the Scheme are set as a percentage of the estimated television and computer waste stream. The first recycling target will be set in 2012-13 and the aim of the Scheme is to increase the recycling rate for televisions and computers to 80 per cent by 2021-22. The pace at which the recycling targets rise each year to reach the 80 per cent target is known as the target pathway.
The report looks at the performance of four different target pathways in relation to:
- The total amount recycled over a 10-year period;
- Australian recycling infrastructure capacity constraints; and
- The potential impact of unexpected increases in waste generation.
The study was commissioned by the Department of Sustainability, Environment, Water, Population and Communities to inform the development of the draft Product Stewardship (Televisions and Computers) Regulations 2011.
