
About the Covenant
The Australian Packaging Covenant (Covenant) has been the principle national instrument to reduce the environmental impacts of consumer packaging in Australia since 1999. It complements the work of the states and territories in addressing packaging waste and litter.
The Covenant forms the industry-led component of a co-regulatory arrangement underpinned by the National Environment Protection (Used Packaging Materials) Measure 2011 (NEPM). It is agreed between the Australian Packaging Covenant Organisation Ltd, the representative body for signatories to the Covenant, and Commonwealth, state and territory governments, and is endorsed by the National Environment Protection Council.
The Covenant document sets out the goals of the Covenant, how the Covenant is implemented, including the governance arrangements, and signatory eligibility and obligations.
