The Department engaged KPMG to undertake a cost benefit analysis on three industry developed options for dealing with domestic refrigerators and air conditioners at end of life. These were based on the three kinds of product stewardship available under the Product Stewardship Act 2011: voluntary, co-regulatory and mandatory. These options were assessed against the status quo.
The cost benefit analysis did not show a net benefit to society from these options and the Department will not pursue further work on product stewardship approaches for end-of-life domestic refrigeration and air conditioning equipment at this time.
