The Department of Agriculture, Water and the Environment partnered with ACT NoWaste to conduct research to understand drivers of recycling behaviours in multi-unit dwellings in the ACT. Based on the findings of that research, the Department and ACT NoWaste designed an intervention that leveraged behavioural insights to aim to reduce residents’ use of plastic bags to dispose of recycling – a common problem in councils across Australia.
Our evaluation found that the intervention could work, and was surprisingly free from anticipated problems such as theft and graffiti. This report describes the design of the intervention, our pilot evaluation procedures, and detailed lessons learnt that will be shared with other jurisdictions and academic collaborators to inform future research and larger scale trials.
