About the report
The recycling targets for the National Television and Computer Recycling Scheme (the Scheme) will be set as a percentage of the estimated television and computer waste stream. This waste stream needs to be estimated because Australian jurisdictions do not measure or report on the actual generation of waste television and computer products.
This report has been prepared by Meta Economics to look at options for estimating the annual television and computer waste stream and setting recycling targets for the Scheme.
The report modelled the waste stream for televisions and computers to 2030, taking into account Australian Bureau of Statistics household data and projections, Australian Customs and Border Protection Service import and export data, and behavioural information presented in the 2009 Decision Regulatory Impact Statement on televisions and computers. The model was used as the basis for comparing different options based on past import data that could be used for estimating the television and computer waste stream.
The report also recommended an approach for setting the recycling targets for the Scheme, taking into account current recycling levels and recycling infrastructure capacity. This work was expanded on by Meta Economics in an additional study:
