This agreement exists under Part Four of the Intergovernmental Agreement on Murray-Darling Basin Reform (IGA). The Basin states (New South Wales, Queensland, South Australia, Victoria and the ACT) have signed similar agreements, which will allow them to undertake priority projects contributing to improved water use efficiency in the Murray-Darling Basin. With the Water Act 2007, the IGA supports the objectives of the National Water Initiative to increase the productivity and efficiency of Australia's water use.

Coal Seam Gas Water Feasibility Study
The Coal Seam Gas Water Feasibility Study was one of the Queensland State Priority Projects under the Queensland Water Management Partnership Agreement (WMPA) with funding of up to $5 000 000. A Project Schedule was signed on 18 October 2010 and the final report submitted to the Department in May 2013.
The primary objective of the Coal Seam Gas Water Feasibility Study was to analyse the opportunities for, and risks and practicability of, using coal seam gas water to assist in achieving the long-term goals in the Queensland Murray-Darling Basin (QMDB) of:
- transitioning irrigation communities to lower water use
- securing viability of ecological assets.
