About this document

First Nations peoples hold a deep connection to Country. They are the Traditional Custodians of the land, sky and waters of Australia. First Nations peoples share an ancestral connection to Australia’s river systems. This is part of their Cultural identity.

We report each year on our engagement with First Nations peoples in managing Murray–Darling Basin water. It is required under the Water Amendment (Restoring Our Rivers) Act 2023.

This report covers our engagements with First Nations peoples in 2024–25. It shows there was:

  • stronger partnerships with First Nations peoples
  • more inclusive decision‑making
  • growing recognition of First Nations leadership in water governance.

Key highlights

Highlights from the 2024–25 report include:

  • The Aboriginal Water Entitlements Program made its first purchase of 200 megalitres. This was in the Macquarie–Wambuul River, NSW. It marked an important step toward increasing Basin First Nations water ownership.
  • Cultural Flows Planning for Cultural Economies program co-designed with Basin First Nations peoples. This $20 million reflects First Nations' priorities and supports Cultural and economic outcomes.
  • Independent First Nations advice informed renewal of the National Water Initiative (the National Water Agreement that is now with states and territories for adoption).
  • Engagement with First Nations peoples across the Basin was underpinned by the principles of Free, Prior and Informed Consent; this helped to support the reset of relationships and improved involvement of First Nations peoples in water management.
  • Basin First Nations knowledge is now embedded in the following areas. This is enhancing environmental and Cultural flows:
    • infrastructure
    • floodplain restoration
    • water management projects.
  • Expanded opportunities for First Nations peoples to care for Country delivered through Indigenous Protected Areas and the Indigenous River Rangers Program.
  • The report also includes First Nations peoples' views, knowledge and expertise in:
    • caring for Country
    • protecting waterways
    • upholding Cultural and custodial responsibilities.
