About the report

In July 2023, the department released an Exposure Draft of proposed Water Market Reforms (the Exposure Draft) for limited consultation.

We ran a series of forums for water market stakeholders directly affected by the proposed reforms. We engaged Irrigation Infrastructure Operators (IIOs), water market intermediaries and Basin State agencies.

Stakeholders had the opportunity to review the Exposure Draft and provide feedback via a Have Your Say website.

This report summarises feedback provided to the department on the Exposure Draft and outlines changes made to the Bill. The feedback will be considered in the development of regulations following passage of the Bill.

Subject to the passage of the Bill, consultation on the development of regulations will begin in early 2024. The department will consult with stakeholders throughout the regulatory development and implementation process.
