Have your say on a Solar Sharer Offer
We are reforming the Default Market Offer (DMO) to help households get better electricity deals. As part of these reforms, we are proposing a Solar Sharer Offer (SSO).
The SSO is an initiative that would provide households with a defined daily window of zero-cost electricity usage. This would aim to incentivise households to shift their energy use to periods of low-cost solar generation during the day.
In July 2025, we consulted on reforms to align the DMO with an efficient pricing framework. The SSO is a recommendation from the DMO review Outcomes Paper.
The proposed reform aims to:
- enhance energy affordability
- empower consumers
- improve grid utilisation
- ensure the benefits of Australia’s clean energy transition are shared more equitably.
The DMO sets a price cap on how much energy retailers can charge households and small businesses on standing offer contracts in NSW, South Australia and south-east Queensland.
The SSO would build on protections under the DMO and align with wider energy market reforms.
As part of the reform process, we are inviting the public, industry and other stakeholders to have their say on potential changes.
We want to hear your views on a range of issues including:
- tariff design
- consumer impacts
- interactions with other reforms
- consumer protections
- opportunities and risks associated with implementation.
Your feedback will inform final policy design and regulatory amendments to the SSO to ensure it delivers transparent and system-wide benefits.
