The Department of Climate Change, Energy, the Environment and Water (DCCEEW) leads and participates in gas, liquid fuel and electricity emergency management forums, to ensure effective communication and collaboration between governments and industry in energy supply emergencies. Energy supply emergency plans and procedures are established and updated through these forums.
The forums include:
National Electricity Market Emergency Management Forum (NEMEMF)
This forum has been established to support the response to electricity system emergencies in the National Electricity Market (NEM). The Australian Energy Market Operator (AEMO) chairs and provides secretariat support to the NEMEMF. The forum’s members comprise of the Australian Government represented by DCCEEW, AEMO, jurisdictions and the electricity industry.
In the event of an electricity supply disruption which triggers the activation of the Power System Emergency Management Plan (PSEMP) – a protocol established to facilitate a coordinated approach to the prevention, preparedness, response and recovery from power system incidents in the NEM – a teleconference is held so AEMO can advise NEMEMF members as to the nature of the disruption, its expected impact, and members can discuss appropriate responses.
National Gas Emergency Response Advisory Committee (NGERAC)
The NGERAC is a forum established to support responses to major multi-jurisdictional gas supply emergencies. DCCEEW chairs the NGERAC with AEMO providing secretariat support. The forum’s members comprise of the Australian Government represented by DCCEEW, AEMO, jurisdictions, the gas industry and gas user representatives.
In the event of a gas supply disruption which triggers the activation of the Interruption To Gas Supply Process (ITGSP) – a protocol established to outline the actions NGERAC undertakes to advise government, industry and other stakeholders and coordinate responses to gas supply disruptions – a teleconference is held so AEMO can advise NGERAC members as to the nature of the disruption, its expected impact, and members can discuss appropriate responses.
National Oil Supplies Emergency Committee (NOSEC)
The NOSEC advises the Australian Government and local governments on responses to and management of national liquid fuel emergencies in conjunction with industry. During a national liquid fuel emergency, NOSEC will meet as often as required to assist with managing and mitigating the effects of the emergency in accordance with the National Liquid Fuel Emergency Response Plan (NLFERP). In addition to this, NOSEC runs regular meetings, exercises and workshops to test and update the NLFERP.
