Invitation to comment
You are invited to submit your views on whether a Threat Abatement Plan is needed for the Key Threatening Process ‘Aggressive exclusion of birds from potential woodland and forest habitat by over-abundant noisy miners (Manorina melanocephala)’ in accordance with provisions of the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).
Since listing in 2014, the Minister has maintained the decision not to have a plan for this Key Threatening Process. As a statutory requirement, the Minister must review such decisions at five yearly intervals and may take account of advice from the Threatened Species Scientific Committee and the views of other interested parties.
At the end of the comment period, the Threatened Species Scientific Committee will update their previous advice to the Minister. The Minister will then consider this advice as well as other comments received to decide whether a threat abatement plan is a feasible, effective and efficient way to abate this process.

To guide your input, in making a decision the Minister may give consideration to:
- whether having and implementing a threat abatement plan for this key threatening process would be a feasible, effective and efficient way to abate the process
- whether the management arrangements in place at the time of listing, and any subsequent arrangements, policies or new mitigation technologies, have proven to be effective or are no longer effective in abating the process
- any recent research, monitoring and/or other related information contributing a better understanding on the current status and extent of this threat impacting native bird species and/or populations.

Your views are being sought by the Australian Government Department of Agriculture, Water and the Environment on behalf the Minister for the Environment to inform the decision on whether to prepare threat abatement plans, pursuant to Section 270A (1) and (3) of the EPBC Act.
Personal information that you provide will only be used for this purpose. Personal information may be disclosed to employees of Australian Government agencies, the Threatened Species Scientific Committee, the Minister, and persons (including contractors) assisting the Minister for the purpose outlined above. Contents of your submission may be included in subsequent publications of threat abatement plans.
